Choose the right procedure
Code 038 is used for the Ministry’s listed work and residence authorisations, including procedures handled by UGE. It is not a universal replacement for 052, and it is not the Police fee for the physical TIE. Start with your category’s current checklist and identify the authorisation being requested.
What to prepare
Prepare the identity of the person liable for the fee, the authorisation category and whether the request is initial, renewal or modification. The responsible payer depends on the procedure; do not assume it is always the worker or always the employer. Check the current official amount and accepted payment/identification methods before starting.
Spanish fields explained
Sujeto pasivo means the person liable for the fee; it is not necessarily the representative completing the form. Match the identity, category and payment reference to the correct application. Principal and family applications require the evidence specified for each person; a shared family file does not by itself establish that one payment covers everyone.
How to submit
Open the official Ministry page for Tasa 038 and follow its current form or electronic payment procedure. Use the payment methods and electronic signature requirements it specifies. Obtain the official assessment and payment evidence. Then attach what the current UGE checklist requests to the separate residence application.
After submission
Keep the receipt and check that the required payment evidence is present in the application. The fee does not submit MI-T or the family application and does not establish approval. The Ministry residence portal lists a route to request refund of an unused 790-038 fee related to a file; follow its conditions rather than assuming an automatic refund.
