Choose the right procedure
First check whether your entitlement is already recognised. This INSS service is for people who need recognition as a titular and are not already beneficiaries. Having a NIE or NUSS alone does not establish healthcare entitlement. The authority checks the applicable basis and evidence.
What to prepare
Use the current INSS application and its document checklist. Prepare identification and the evidence required for your situation; family documents are relevant if beneficiaries are included. International coverage or another competent country may change the route. Follow the official checklist rather than assuming residence alone is sufficient.
Spanish fields explained
Titular is the person claiming the right in their own capacity; beneficiarios are people linked to that entitlement under the applicable rules. Representante acts for the applicant. This application can also include beneficiaries in its designated section. The regional tarjeta sanitaria is a later, separate step.
How to submit
Use the official INSS electronic service with an accepted identification method, attaching the completed application and evidence. The Social Security forms page also explains submission through the benefits portal, CAISS by appointment or post. Follow the current channel’s requirements for your case.
After submission
Keep the PDF receipt and wait for the INSS decision. A receipt acknowledges submission, not approval. Once entitlement is recognised, contact the regional health service or health centre about its health-card procedure. A failed transmission without confirmation is not proof of submission.
