EX-11: national or EU long-term residence

Choose the long-term residence route, prepare EX-11 and distinguish the authorisation from the later TIE card.

Choose the right procedure

EX-11 covers national long-term residence and long-term residence–EU. They are different statuses. The usual residence-based route requires five years of qualifying legal, continuous residence, but the rules include other grounds and special calculations. Long-term residence–EU does not automatically allow unrestricted work in every EU country; the destination country’s conditions still apply.

What to prepare

Gather the current EX-11, a complete valid passport copy, evidence for your ground, residence history and travel dates. For the EU route, check stable resources and health-insurance requirements. Study periods and Blue Card mobility have specific counting rules; do not count every calendar year in Spain identically. Check foreign-document translation and legalisation requirements.

Spanish fields explained

Datos de la persona extranjera identifies the applicant; representante covers a representative, if applicable. Domicilio a efectos de notificaciones is the notification address. In the authorisation section, select national or EU long-term residence and the actual ground. A TIE card renewal and a first long-term authorisation are different procedures; do not select a box merely because your card expires.

How to submit

Read the national or EU information sheet for the correct filing window and competent office. Where applicable, submit through Mercurio with accepted electronic identification, or follow the office’s in-person route; eligible applicants abroad use the consular route indicated in the sheet. Check the relevant 790-052 fee item and attach the required evidence. Payment alone does not file EX-11.

After submission

Keep the filing receipt, monitor notifications and respond to document requests. After approval, follow the Police instructions for the physical TIE, normally using EX-17 and its separate 790-012 item. Long-term status and card validity are distinct: an expiring card does not mean you should repeat a first EX-11 application. Check the current card-renewal rules for your age and status.
