Government Offices in Spain: Guide for Foreigners

Understanding government offices in Spain is one of the most important parts of settling in the country. Foreigners quickly discover that NIE, TIE, padrón, Social Security, taxes, driving licences and immigration procedures are not all handled by the same authority.

Spain has national, regional and local administrations, and knowing which government office handles your procedure can save appointments, paperwork and unnecessary delays.

For newcomers, the most important authorities typically include the Ayuntamiento, Oficina de Extranjería, Policía Nacional, Seguridad Social, Agencia Tributaria and other specialized public bodies.

Which Spanish Government Office Do You Need?

The correct office depends on the procedure you are completing.

Ayuntamiento — Town Hall

Your local Ayuntamiento manages municipal procedures.

One of the most important for newcomers is empadronamiento, which registers your habitual address in the municipality.

Municipal authorities may also deal with local taxes, municipal services, permits and other matters that vary by city.

Oficina de Extranjería — Immigration Office

The Oficina de Extranjería handles many procedures relating to immigration and residence authorizations.

Depending on your nationality and immigration route, procedures can involve applications, renewals, family residence and other foreign-national matters.

However, not every NIE or TIE procedure is completed directly at an Extranjería office. The responsible authority depends on the specific procedure.

Policía Nacional — NIE and TIE Procedures

Police immigration units handle important documentation procedures for foreigners.

These can include certain NIE applications and the issuing of the TIE — Tarjeta de Identidad de Extranjero after qualifying residence authorization.

This is why choosing the correct procedure when booking a cita previa is important: an NIE assignment, residence application and TIE fingerprint appointment are different administrative processes.

Seguridad Social

Spanish Social Security is especially important once you work or become self-employed in Spain.

Foreigners commonly interact with Social Security for matters involving:

  • Social Security numbers
  • Employment registration
  • Self-employment
  • Contributions

  • Certain healthcare-related procedures

Different parts of the Social Security system perform different functions, so knowing whether you need TGSS, INSS or another service can prevent wasted appointments.

Agencia Tributaria — Spanish Tax Agency

The Agencia Tributaria, commonly called AEAT or Hacienda, manages many national tax procedures.

Newcomers may interact with the Tax Agency for matters involving tax identification, tax registration, income taxation, non-resident taxation, address information and business activity.

Tax residence should not be confused with immigration residence. Your tax obligations depend on your individual circumstances and the applicable Spanish tax rules.

Registro Civil — Civil Registry

The Civil Registry deals with civil-status matters such as births, marriages, deaths and certain nationality-related registrations.

Foreigners may encounter the Registro Civil when marrying in Spain, registering family events or completing certain citizenship procedures.

DGT — Dirección General de Tráfico

The DGT is Spain’s traffic authority.

New residents may need it for matters involving:

  • Driving licences
  • Licence exchange procedures
  • Vehicle registration
  • Vehicle ownership
  • Traffic records
  • Driving-related administrative procedures

Spanish Consulates

Many procedures begin before you ever arrive in Spain.

Spanish consulates abroad handle visa applications and certain other consular procedures for people residing within their jurisdiction.

After moving to Spain, responsibility often shifts to Spanish authorities inside the country.

Understanding that transition — Consulate → Immigration authority → Police/TIE → local administration — makes the relocation process much easier to plan.

NIE, TIE, Padrón and Social Security Are Different

One of the most common mistakes newcomers make is treating Spanish administrative documents as if they were interchangeable.

They are not.

NIE → identification number assigned to a foreign national.

TIE → physical identity card documenting qualifying immigration status.

Padrón → municipal registration of your habitual address.

NUSS → Social Security identification number.

A person may eventually have all four, but each serves a different purpose and can involve a different authority.

Can Spanish Government Procedures Be Completed Online?

Increasingly, yes.

Spain provides many public procedures electronically, and obtaining electronic identification can dramatically reduce the number of administrative tasks requiring an office visit.

One of the most useful tools for foreigners living in Spain is the Spanish Digital Certificate.

Digital identification may allow you to access electronic government offices, submit applications, consult records and complete eligible procedures online.
